ALL management posts at Cheshire East Council are being ‘deleted’ and staff will be forced to reapply for their jobs.

The authority is planning a major shake-up of its management structure in the wake of the Lyme Green scandal.

A report prepared for the cabinet has revealed that the council is aiming to save £5million by 2016 by reducing management overheads.

Staff have been warned that compulsory redundancies could be unavoidable.

The radical move comes after £800,000 of taxpayers’ money was wasted by starting groundwork on a recycling plant in Macclesfield without planning permission.

Kim Ryley, Cheshire East’s interim chief executive, has admitted that the fiasco exposed serious flaws in the council’s organisational culture.

“These have sometimes caused confusion, poor decision making and inefficiency because it was not always clear who had the authority to act,” he says in the report.

He added that lessons learned from Lyme Green show that changes should be made in management roles and responsibilities.

Mr Ryley added: “One unwelcome product of our present structures has been the unintended creation of an organisational culture in which key decisions and judgements are sometimes insufficiently challenged.”

The number of senior management posts will be reduced while those successful in applying for the council’s new roles will be more accountable for their actions.

Two big changes will see the authority's two existing strategic directors for people and places replaced by a single director of strategic commissioning with a salary of £130,000.

There will also be a new chief operating officer who will be paid up to £120,000.

Changes to management will be completed in three phases starting with Cheshire East’s senior posts by Easter 2013, posts with salaries of £30,000 or more by July and ‘frontline’ team leaders and supervisors by September.

In the report, Mr Ryley said: “All current management posts are to be deleted from the council’s staffing structure and postholders will need to apply for - and be formally assessed on their suitability for - newly established posts.

“Where individuals are displaced by this process, support will be provided to redeploy them into suitable alternative employment, either in the council or elsewhere.”

No wonder Lyme Green was such a disaster with any in put from Michael Jones who was the portfolio holder for finance at the time. How can anyone who has 16 dissolved companies under his rather large belt be trusted to have any control of our money? According to Companies House, this man has total liabilities of nearly half a million pounds with assets of only £8,257. Feeling sorry for him..........don't bother. His millions earned when he worked as a head hunter are parked very nicely thank you in overseas accounts to save a 'few pennies' in paying tax in the UK. The perfect specimen to be the leader of CEC and what a wonderful example he sets.I don't know about sacking mangers, the first thing I would do is get rid of him!

Michael Jones doesn't know the first thing about Cheshire East. He only moved here in late 2009, and only then so he could start his political career in a nice, safe Conservative council. He obviously has no scruples or political leanings - remember, this is the man who gave money to the Labour Party in the earl 2000s - and will say or do anything to get elected. If the gathering rumours are to be believed (that he will soon announce he is standing down to fight a Westminster seat) then it can't come soon enough.

He will leave behind a council in disarray, having got rid of the Chief Executive, Deputy Chief Executive, Legal and Finance Directors, regular changes of cabinet member meaning no continuity of policy or implementation. The latest news means that he has either been allowing 25% of the council's managers to sit around and make work for each other, he is settling personal vendettas against people who disagree with, or he is deflecting blame from his own actions over Lyme Green. He promised transparency over Lyme Green , yet the council reuse to release the only report that has looked at his actions in the lead up to it. I would not trust him with a single penny of public money, and yet he has power over half a billion pounds of our taxes.The only extra job that needs to be lost over Lyme Green is Michael Jones'.

How soon will be rid of Jones if he is going to Westminster or has his recent statement over George Osborne scuppered his carefully laid plans as he has proved he can't be trusted and only believes in promoting himself?

I would guess that his chances in Cheshire are now slim to non-existent.

However, I am sure that with his refreshing blend of tact, charm and self-effacement he might be able to convince a selection committee somewhere. So long as they don't check his background, check what he says is true, and check his legacy at Cheshire East, he will be in with a shout. Let's not talk him down though - the sooner he leaves Cheshire East, the better for we local taxpayers!

It is so pleasing to see from your letters that Michael Edward Jones is such a well liked person. Of course, if he decided to 'fight' for a seat in London, at least we won't have to pay housing expences to him as he has a luxury flat in St Katharine Docks in the city.
For those who haven't read about him in eFinancialCareers, key in 'How Commerzbank's Dalman built his empire' and I can promise you, Michael Edward Jones will be 'liked' by even more people! I think he should return asap to where he came from.............Liv
erpool and then could be near his friend Derek Hatton! However, that is another story for another day with a book to follow.

The comment connecting Jones with Derek Hatton really intrigues me.
Pity some of our local press don't do some investigative jornalism about Jones or are they waiting for a more suitable time such as prior to the annual Tory leadership elections in March? Too much to hope I suppose. Good to see another couple of like mind contributors on here though and so well informed.

The national press are on to our 'well liked' Michael Jones........ so keep an eye on the broadsheets! May not be next week or month because there is still work to do on his 'CV' One also has to remember that 'trust me I am a JP' comes into play so every i has to be dotted and every t crossed.

If what you have all posted on here is true - that he has given money to the Labour Party, that he is a tax avoider, that he hasn't lived in the area - then he should go now. We want someone who is going to look out for our interests against this Tory government, not someone who is in it for himself.

I am not one to defend Michael Jones but giving money to the Labour Party and not having lived in the area until 2009 are not high on my criticisms of Cllr Jones but it shows his political allegiance goes with which way the wind is blowing at the time. The tax avoidance issue is highly relevant seeing as he is spending public money and cutting services while he deprived the treasury of vital money. You have to ask how strongly he will fight for the area against the Government when he is looking to get himself a Tory seat and shouldn't wish to cause trouble for the ConLib Government and be seen to be implementing Government cuts and building 1000's of houses according to what Cameron demands. Someone who is looking to be an M.P. and has not long lived in the area won't be too bothered at the lasting damage he leaves on the area with his policies to appease the Government as he has no attachment to the area and would leave as quickly as possible if a Tory seat became available. Most Councillors (I hope) whatever their political allegiance will have ties to the area and although painful decisions have to be made they would try to make them as fairly as possible as they do know the people and want to get the best possible outcome for any decision made.
