THE manager of a Crewe home is facing fitness to practise charges which relate to the care of residents.

Cesario Domingo, who was also a nurse at Rosedale Manor Care Home, from September 2010 to December 10, 2013, faces charges which relate to his running of the Sherbourne Road facility, which provided care and accommodation for people with severe and enduring mental health needs.

In December 2013 a Care Quality Commission report revealed a catalogue of failings, in which inspectors raised 'significant concerns about residents' wellbeing.

Mr Domingo, faces a number of charges relating to his actions, at this week's hearing at the Nursing and Midwifery Council, in London.

The first states he failed to ensure that Rosedale was compliant with and/or all of the Health and Social Care Act 2008 Regulations.

It followed a CQC inspection on June 26, 2013, when the home was issued with five compliance actions but he subsequently failed to ensure that the necessary improvements were made to care.

On October 17, 2013, a further inspection was held by the CQC, which then issued five warning notices.

The charge sheet states: "That in light of the above, your fitness to practise is impaired by reason of your misconduct."

Incidents witnessed by the inspectors included a resident begging for help being ignored by staff for more than 25 minutes and another resident who was allowed to leave the premises unattended and was found some distance away.

The hearing is scheduled to conclude by Friday.
